Heart breaking, the rspca take kittens out of houses where there are too many of them but they have a roof over their heads and dry land under their foot but won't move horses / ponies out of flooded fields

Year after year we drive past these ponies standing for long periods in cold damp water and mud during winter time. Often look like there are no food as it is covered in water. They are situated on a busy road which makes it challenging to help out. Animal abuse takes many forms and this is now against the law. This must stop and an example to be made. They are not loved or cared for and their owners not responsible.
