To the Town of Caledon, the Mayor and Members of Council:

Date: From November 13, 2025 to November 21, 2025

WHEREAS residents of Caledon have shared comments on the Bolton Secondary Plan and Bolton MTSA Community Planning Permit system through various means and public meetings

WHEREAS several residents feel that their comments have not been fully addressed or considered by Town staff and Council

We, the undersigned, hereby submit this Petition for Council’s consideration for the purpose of:

Caledon residents ask that Town staff, the Mayor and members of Council take due consideration of the following requests to modify the Bolton Secondary Plan and Bolton MTSA Community Planning Permit system to ensure the existing character of Bolton can endure the intensification being mandated by the Province of Ontario, while also ensuring the existing residents and businesses have a say in how development within Bolton will occur.

Regarding the Bolton Secondary Plan:

Concern: Building height maximums are too high - not in keeping with Bolton's character

Solution: Cut building height maximums in half:

  • 6 storeys in the Urban Corridor (instead of 12)
  • 10 storeys in the Neighbourhood Centre (instead of 20)
  • 12 storeys in the Urban Centre (or MTSA), (instead of 25)

If a developer wants higher, a full, regular development application can be done (follow the current process)

Concern: There will not be enough parking (assuming only 1 space per unit, or even some with zero parking spaces)

Solution: Mandate a minimum of 1-2 parking spaces per unit (dependent on unit size).

Consider parking reductions only when there is proximity to reliable and frequent transit (not just a couple of trips in the morning or afternoon) or walkable amenities like grocery stores & community centres.

Concern: Dry industrial areas are located right next to some of the highest density mixed-residential - this is unsafe

Solution: While review of dry industrial lands is being done - ensure an appropriate buffer (e.g. large berm) is added to separate the land uses.

Ensure truck traffic is restricted from using residential roads (physical barriers) - trucks must use Albion Vaughan or Coleraine, for example.

Concern: Road improvements to accommodate all this density may only happen long after the intensification

Solution: Ensure that necessary road improvements happen before, or concurrently with development

Concern: Appropriate transit options will lag far behind the intensification

Solution: Ensure a plan is developed and ready to be implemented to address a wide variety of transit options to properly accommodate the increased density before it happens. We need:

  • more frequent, reliable transit options that cover places people in the community need to go - like grocery stores, community centres, libraries, churches, etc.
  • transit options to get to different towns in Caledon or access different transit options in Brampton or Vaughan, for example
  • the GO train for commuters

Regarding the Community Planning Permit System in the Bolton MTSA (approved by Committee on Nov 11, 2025):

Concern: Class 2 applications have no notice to the public. These are applications with 'minor, technical' deviations from the by-law that staff are allowed to review and decide on - things like building heights, setbacks, parking, discretionary uses

Solution: Public notice must be given for Class 2 applications - at minimum, it should be posted on the Town's website & people should be able to sign up to be notified when new notices are posted. More preferable is also to have notices mailed as well.

Residents should be able to comment by email within 14 days of notice an application is received, with a response by the Town and/or applicant with 7 days after the resident's email is received.
