List The Old Library, Haverfordwest
This landmark building at the top of Haverfordwest's High Street, just beyond St Mary’s church, abandoned and unoccupied for the past 13 years, is a fine example of a mid 60ies civic building with features and qualities well worth preserving. Built in the 1960s to the designs of Pembrokeshire County Architect, Gilbert Ray It is brutalist, abstract modernist, yet with strong decorative elements.
Within the context of 20th century history, it is a fine example of the post-war commitment to invest in civic life and one of the first to have a designed gallery. It is worth preserving for reasons of both architectural merit, and historic significance. It is mentioned in a list of twentieth-century heritage buildings at risk prepared by the ‘Royal Commission of Ancient and Historical Monuments for Wales’ (RCAHMW), and ‘The Twentieth Century Society in Wales’ also support its listing.
A small group of us in Haverfordwest top town have initiated the petition after holding off for the last couple of years due to what we thought was a reasonable plan by its current owners ATEB housing association to convert it into their headquarters, but it is increasingly apparent that in spite of planning permission being granted, nothing has been done - we think not even flashings replaced to weatherproof the building to prevent further decay. While Ateb have not responded to requests for information, we know that they have gone out to tender on the works and think they now regard the project as being too expensive: rumours are to expect an application at some time to demolish it.
So we think it best to approach CADW as soon as possible now.
We ask the Welsh Minister for Heritage, and CADW, to List the Former County Library, Dew Street, Haverfordwest, Pembrokeshire SA61 1ST under The Planning (Listed Buildings and Conservation Areas) Act 1990, amnd 2016
