To Our Neighbors:
The City of Clayton is considering the sale of the Hanley/ Wydown parking lot to Savoy Properties. Savoy is proposing a 4+ story building with a rooftop deck housing 15 condominium units. We are a group of neighboring residents and local businesses voicing our concerns about the proposal to City Leaders.
We support reasonable development on this property, but we feel that this particular proposal has several design elements that would be problematic for our neighborhood. In summary, we have 4 main concerns:
- Rezoning to overbuild on the property: Savoy would seek rezoning to build a building far larger than what the lot can accommodate. Savoy is proposing a 4+ story building with a rooftop deck in an area that is currently zoned for a maximum of three stories. Further, the proposal would remove currently required setbacks between the building and Hanley Rd.
- Parking that puts local businesses at risk: Parking plans, short term and long term, will destroy our local businesses. Highly desirable restaurants like I Fratellini and Bar Les Freres will lose significant business during 18+ months of construction, and the new parking structure removes the neighborhood charm core to the character of these restaurants. Losing these businesses would devastate what has become an incredibly vibrant area.
- Increased traffic congestion: Parking access will enter/exit from Hanley Rd, dramatically increasing traffic congestion, disproportionately impacting nearby residents. During the 18+ months of construction, one of five lanes on Hanley will be eliminated.
- Questionable public benefit: The proposed plan removes all green space and trees from a prominent corner lot and adds very little retail space (<20% of the first floor).
Additionally, we believe there is no pressing need for the City to divest a highly utilized asset (the parking lot) unless the plan attached to the sale is a net benefit for neighborhood. As currently proposed, this plan has the potential to harm both neighboring businesses as well as nearby residential properties. Overall, we see the potential for the proposed Savoy development to significantly detract from our neighborhood with little to no upside for the City or its residents.

Seeing this kind of momentum confirms that I am not the only one worried about the future of our neighborhood. It is clear that we refuse to let our local businesses be pushed aside for a project that simply does not fit.

I have been spending my evenings talking to neighbors who are worried about how this building will change the character of our streets. The silence from the developers is frustrating but your comments show exactly why this project cannot move forward as planned. We are preparing to present your concerns to the board to ensure they understand the scale of our opposition.

This project as presently configured is viewed as unacceptable by the vast majority of owners living in the condos on Hanley Road that I have surveyed. The vertical size, footprint, nonconforming design and traffic disruption are all frequently cited as rendering it a nonstarter.
The last thing we need on Hanley Road - especially at that intersection - is replacing parking with another development. As the Property Manager for Hanley Towers, I would suggest a traffic study be done prior to approving any more construction is approved.
Besides destroying the charm of that lowrise area, I am concerned about more traffic on Hanley Road. We haven’t had time to experience the increase of traffic from the Centenne project or the new senior care project at Hanley and Clayton Road.
Continued parking for access to local businesses seems a far more important function given the continuing elimination of street parking in the city. This lot is always full when one drives by especially during business hours.
This does not add to the character, culture or livability of this part of Clayton. Good development is knowing when and HOW to develop as well as when to leave alone. This potential building does not serve the greater, common good.
Please work within current zoning restrictions on this pocket development. Negative Impact on surrounding residences and businesses will be bad enough even then.

I strongly oppose this development. There are many other, more suitable, sites in downtown Clayton. Hanley and Wydown is already congested during peak traffic hours; this development would significantly change the nature of the area.
