I too have a son with learning difficulties. He went to mainstream college he didn't fit in and hasn't left the house since bullying he's now 31 and still don't go out unless it's to his grampies which is in a car ride.

Lical Authorities have a legal duty of care and must expidite in a reasonable and timely manner - in this case, there is a strong legal case against the Authority for it’s abbrogation in it’s duty.
