A TEF is by definition unworkable. Even if it was possible to contemplate a rigorous way to quantify and measure good teaching which it isn't, just to address the issue as "teaching" is to miss half the issue. Education requires teaching and learning. The both have to go together for education to work. The governments new proposals fails to address this pivotal principle. There can be no education without both teaching and learning, and indeed for that matter understanding.

Higher Education is about fostering Civilization and all that implies both within the individual and throughout society. It is not just a set of generic skills to be sold to the highest bidder.
