Lets incentives to ignite the rise and do smart code enforcement that promotes growth.

This could be a useful tool to entice private investment in downtown. Would support such a tool if criteria is placed on grant that is a rebate similar to other communities. Another option is to require a certain amount of investment in the building prior to receiving the grant. Rocky Mount should certainly enforce the commercial code on the books.

This is the least we should do.
