Bureaucracy at its worst. Just let the bird go with his owner.
This poor bird is part of her family. You cant just leave him behind to die like that. Ridiculous.
ELMO IS A PET NOT A WILD ANIMAL. Let them go home.
Keeping him there is basically a death sentence. My heart breaks for dawn. hope this works out.
unbelievable. he is 100% domesticated. let them come home to scotland.

He has been with her for five years!! He wont last a day in the wild. People can be so cruel.
