This is why i don't give to 'beggers' don't agree with them owning a dog just to play on sympathy from the public as have seen with my very own eyes in the past beggers going off into the nearest pub after a begging session !

There needs to be strict laws put in place for anyone owning an animal, there's more control over people owning cars than owning living beings there's something seriously messed up about that!
