I am not a surfer, but I certainly would not consider all surfers to be "deadbeats". It seems to me like a no-brainer that the police would have someone working the beaches that isn't anti-surfing.

In good faith I will take this officer into my company and show the wonders that surfing can offer him. The balance and the fulfillment it can provide to his life. Surfing may in all intensive purposes be what Officer Decker needs to reinstate the human element into his judgment and to tamp down his urge to slander his fellow citizens allowing him to truly serve and protect his fellow persons.
