She should definitely be able to graduate! Rather than holding her back just due to her attendance is unjustified and should not be a valid reason for her not to walk the stage!

I really hope this student gets to graduate with classmates. Graduating high school is a landmark in your life and it really matters more than setting some kind of example; best of luck.
