Legitimate details on the creation of Fallout 4

On November 15th 2013, the Fallout community had found hope in a new site which gave many people across the World the opportunity to crack the given ciphers which presented a new storyline based upon a Surivivor. Zenimax/Bethesda or any associated company who dealt with the previous creation in any Fallout decided not to comment after being questioned by the countless amount of fans asking if this was real or a hoax.
On the 6th of December 2013 Bethesda finally announced the website that created the ciphers had not been them and all fans should only speculate unless presented with details from them alone. This was in the Fallout communities opinion, wrong as announcing the website that presented the ciphers should have been announced a hoax by Zenimax/Bethesda or an associated company at the beginning as many fans had spent countless hours cracking the ciphers to reveal a part in a building storyline.
We the Fallout community demand to be told with this petition in hand, is Fallout 4 being created or will be created and if so, when?
