Infrastructure in the Earth-Moon system can both dramatically reduce costs of activities in space while expanding the range and scope of opportunities on the Moon and Mars and beyond. COTS, public - private partnership will provide a strong start. We need to look beyond that to use the resources available in space as the source of capital to develop those resources as suggested in "The Asteroid Mining Bank" http://www.thespacereview.com/article/2226/1

The development of cis-Lunar space is vital to humanity becoming a space-based civilization. Cis-Lunar infrastructure will allow for economical trips to the Lunar surface, Lagrange points, NEOs, and even Mars.

I like the idea of a lunar COTS program. My only suggestion is that the project would be less expensive if the SpaceX's BFR was used in lieu of the Falcon Heavy.

The COTs approach has proven itself as the least expensive and speediest way to develop space technology. We need to extend this approach to develop lunar and eventually other solar system technolgies.
