November 30, 2009 to Present To all Kitty Hawk, NC  Residents.Given the number of Hurricanes, Nor'easters and Storms we have here on the Outer Banks, it is imperative that we have the best Storm Water Management Program and flood response that all levels of the NC government can provide. Our current flood needs here, in and around the 5 Mile post, as well as other low lying areas between the highways need to be addressed once and for all and put into action. My own property has been flooded since the mid Nov.' 09 Nor'easter. We are dealing with serious flood waters which are contaminated, have caused personal and property damage and created a mosquito haven. The Town of Kitty Hawk refuses to help, declaring these are private properties, yet they have pumped private properties before. More importantly, there are easements along the sides and rear of almost all property owners, as well as a right-of way dedication on the front side.These easements were specifically intended for installation of drainage ditches/swales, storm water piping and other utilities. The town of Kitty Hawk has express access to these easements and where adjoining a state road NCDOT has the access. We really do not need the multi purpose paths, expanded park improvements and other frivolous items which by the way is the typical goverment thought process, locally, state & at the fereral level. We need a straight forward and common since approach to emergency flood reponse, maintenance of existing storm structures, roadways and proper area wide drainage. These issues have been brought before Town and State Officials previously but without any long term solution; IE.- Senator Basnights '05 visit and executive summary. As a concerned citizen and property owner I urge each and every resident to sign this petition, whether you are directly affected or not. We can then get our collective voice in front of the town council and NCDOT. All levels of government need to work together on this very serious issue and we expect them to be proactive..... not reactive. Senator Basnight' s office has since offered the town the necessary resources to help out short term with the current flood but the town of Kitty Hawk still refuses to get involved. See the Coastland Times newspaper article on this issue, in the Thursday 1/07/2010 edition and a related story for Kill Devil Hills in the Tuesday 2/07/2010 editition, where the residents recieved an excellent reponse from town officials. I have spent the last 42 years in the Construction Industry in Hampton Roads VA. Both as a Public Servant  for VDOT, the Federal Highway Administration, Newport News Public Works and  the contractors side as well.. I sincerely believe there is a workable solution for this issue both short and long term and have offered my own services to the town to help.Unfortuntely for me, the last heavy rainfall on 1/25/2010 raised the flood level to the highest elevation yet on my property . My daughter & grandson,s bedroom still has 2 inches of water since then and she has lost everything. We need to put our best efforts forward regading this issue before we are faced with even greater destruction from subsequent storms. I love OBX and my family has vacationed here for 30 years.
