The bullying behavior by a member of the football team cannot be allowed, period. He should be suspended for the year, denied access to sports. He should not be allowed in the school environment whatsoever.

Kicking him off the team is a small consequence that they need to implement. When the DOJ gets involved since a hate crime was committed, this will be more public and people will wonder what did the school do. He should be expelled so no need to kick him off the team.
