The MVA is preparing to implement changes to COMAR's definition of a "classroom setting" as it pertains to DIP and Safe & Sober - ref: COMAR 11.12.09 - Regs .04 – G(6) & I(7). The proposed changes would allow any business that can provide "a private setting free of other noise and distractions" to offer the program testing for DIP and Safe & Sober. Not only would this change lower the standards and guidelines as defined in the COMAR and impact the number of customers we service annually but it would also have a significant impact on compliance.
In recent years, driver instructional services has had a high turnover in the compliance department. Even at full staff, they are hard pressed to make it to all the driving schools twice a year. Just imagine what compliance would be like if the number of provider locations suddenly quadrupled.
Please help us keep the quality of our State's remedial programs held to a higher standard by signing our petition today.

MVA wants Professional Driving Instructors and Professional Driving Schools... so why are they lowering the quality control standards?...What about the security of records management and students personal identity ...shouldn't that be keep in a secured safe location. Please do not lower the standards and keep Maryland Driver Education Professional
We know that the MVA is trying to be customer friendly with the suggested change, but they have difficulty monitoring the sites that are driving schools. What can we expect to happen with non-driving schools offering a program they have little expertise in? Please vote to oppose the bill.
Our standards of quality have already been diminished by a lack of oversite. Most schools, I believe have the best interest of the general public reflected in their approach to running a business that educates. The word most, unfortunately, leaves out many that do not care what kind of service they provide as long as they make a profit. Word gets around about schools that will sell certifications without the requisite training, and many of them will not stop this illegal activity until caught. Please keep these programs in the Driver Education schools where they belong and please add to quality enforcement so we can weed out the problems that already exist.
Lowering the DIP standards would continue the trend of more lax oversight and enforcement which has led to lower quality driver's ed service throughout the industry.
Remedial programs and 3 hour alcohol have long standing issues with poor quality offerings and even fraud. Opening up these programs to non school entities ( ie. Non classroom) will only serve to degenerate these programs and further reduce quality. This is exactly the opposite of what is needed to improve these valuable programs.
I really think it's well needed

Please keep the Dip and Safe & Sober programs with the Driving Schools, otherwise it will end like the BTW instruction that has become an all-comers affair.
