Should be put to death. No sense spending tax payers money on someone who can never be trusted in our communitie or to be a productive citizen.

The 'person' (term used loosely, because his crime was worse than most animals would do to one of their own kind) has spent 31 years in prison so far, yet NO FURTHER EDUCATION, no high school diploma, no college, or any thing that really says he's wanting to DO BETTER in society, or can even become a self productive member of society if released. He would, at best, be a leach!
Nothing that demonstrates he's even honestly sorry for the heinous crime he committed shown in his actual actions, and self-improvement is non-existent.
If he was truly making a difference in his life, getting an education, showing he would really be able to finance and take care of himself if given a chance, things would be different, people could see him differently. But no... all those years... and he's merely a survivor of the day to day prison life.
Institutionalized? Probably.
Lacking rational physical interaction with others? Absolutely!
Able to make a living wage in society? Not Likely! The education and vocational skills just barely are there, unchanged after three decades, and haven't been demonstrated, despite the opportunities.
The parole board really needs to ask themselves three questions:
AFTER ALL THE TIME SPENT BEHIND BARS...
a) is he truly a BETTER PERSON?
b) WHY didn't he get an education or vocational skills in all those years behind bars?
And, c) would you trust this person around your wife, mother, sister, or daughter... or your own grand daughter?? Or in your own house??
If the answers aren't what they should be, then he needs to remain in prison... because an institutionalized felon that honestly can't take care of themselves, make a decent living, or provide for themselves or a family, are statistically more likely to offend. Such offense would be directly on the shoulders of those that allowed him out, despite the lack of proof he deserves such a second chance.

She doesn't get another chance so why on earth should he? It's time to step up and make sure these victims get the justice they deserve! Their killer walking the streets is not justice. Please keep him locked up and throw away the key!!

The victim is a close relative of a friend and I have seen first-hand the pain and fury that his release would cause their family.
