This petition has been enacted to obtain signatures for the protection and well being of Juliana Dickinson. Kevin and Pamela Mitchell are asking the court to maintain Juliana's care with them. On the grounds that the Biological parents, Heidi Peirce and Jason Dickinson are not physically and/or mentally capable of caring for a child. The conditions in which they live there lives are not conducive to proper and safe raising of a child. Jason and Heidi have proven that there living environment is very unstable. Heidi Pierce has already lost another child for reasons of serious neglect. She left a baby alone in an open crib, in an apartment for what had been several hours , while she and Jason were away. There had been many accounts of neglect before this incident. One week later a two year old boy fell from a second floor window from the same apartment complex that Heidi's first child was left alone in.This would show a pattern in their capabilities of raising a child. Heidi has had numerous problems with the law and serious mental diagnosis for which she has had issue maintaining the continuance of her medications. And these behaviors continue to this day. After the courts awarded temporary custody to the Mitchell's, They were given the opportunity to have supervised visitations with Juliana. However the visitations would begin as soon as they could pass a positive drug test. Which has not come about since court in early 2007. So there have been very few loving phone calls to check on Juliana's well being and few visitations. There have been none over the past several months. Juliana is now one year old, and one item that should take note is that Juliana has resided with the Mitchell's since she was one week old. This was done willfully by the biological parents due to their lifestyles.Juliana has bonded with the mitchell family. Heidi has repeatedly refused help from family and has chosen a path in life proven to be deadly. The lack of emotion and remorse by Heidi and Jason is inexcusable. A child in this world should not suffer due to the Selfish and obvious sick actions of parents. Not all children should be raised by their biological parent. There are so many who can give love and protection to little ones in this world, and yet there are so many who should not have these children. Sometimes the system fails these children and it is time for us to fight for the ones who cannot fight for themselves.
