I believe it is now a Federal Law that people who have abused animals are now punished - sometimes severely.. This case is cause for THE most strict laws available! Keep up looking for this criminal who ranks among the worst of offenders! Any individual who actually abuses a puppy is the least courageous of all and DESERVES the worst penalties affordable to him (or her.)
