This should absolutely be fully investigated and punished within the full extent of the law. If the laws need to be changed, then people need to know what they need to do to get these types of people put away. Everyone knows that people who are abusive to animals are additionally abusive to humans. This dog suffered at the hands of an evil human being. This person should be stopped and put away because we also know that this behavior does not stop at ending just one life for torturing one life. For God's sakes set an example; stop this madness. This is the kind of stuff that drives people insane and makes them want to go and take matters into their own hands. Make the law work for the people.
