This sadistic killer must be caught and severely punished to the fullest extent of the law. This man/boy WILL do more harm, it's guaranteed because anyone that does this is a very, very sick person and will continue harming animals and people. He must be found and locked away. I imagine he's done other crimes already as well.

I urge you Chief of Police to find those who committed such cruelty to an innocent and defenseless 3 month old puppy. Those who can commute such barbaric crime must be appended and sent to prison. If not they will not only continue to do such horrific acts but one day kill both an animal and people.

If someone knows the person who did this & doesn't say anything, then I hope they can live with the fact that a monster like that will continue to torture innocent animals & children. He must be stopped before he hurts anything else. He should be charged with murder.
