He and or she should get the same treatment they gave the dog as punishment. They aren't "sick", they are evil.

Only a sick, sadistic monster would commit this abuse. A person capable of this would not hesitate to do this again to a defensive animal or human and must be punished to the full extent of the law preventing this individual from committing such sick and unbelievable cruelty ever again.
