Laws against animal abuse of any kind need to be stiffer and there must be consequences. Animal abuse should be a felony, with mandatory jail time stiff penalties and the laws should be strictly enforced, no exceptions. Change needs to be now.

Like Puppy Doe, this little soul, Caleb, was horribly tortured. You are the police and need to hunt this person down and bring him to justice, immediately. He is a true sociopath and will not stop unless he is put away. You know as well as I these people don't stop at animal torture, They will hurt a helpless child, elderly person or disabled person.
