ജനാധിപത്യ മൂല്യങ്ങളിൽ അടിസ്ഥാനമാക്കിയുള്ള കാര്യക്ഷമവും അഴിമതിഹിതവുമായ ഭരണ പോലീസ് സംവിധാനത്തിനായി ഉളള നിർദ്ദേശങ്ങൾ അടങ്ങിയ റിപ്പോർട്ട് ആന്റി കറപ്ഷൻ പീപ്പിൾസ് മൂവ്മെൻറ് സംസ്ഥാന ഭാരവാഹികളായ അഡ്വ: ജോൺ ജോസഫ്, ശ്രീ ടി.വി.ലൂക്കോസ്, അഡ്വ.രാജൻ, ക്യാപ്റ്റൻ ശിവൻകുട്ടി ,പ്രൊഫ: ഡോ ഹരിഹരൻ, ശ്രീ വേണുഗോപാലാ പിള്ള, ശ്രീ വേണുഗോപാൽ എന്നിവരുടെ സാന്നിദ്ധ്യത്തിൽ സംഘടനയുടെ പ്രസിഡന്റ് സീനിയർ അഡ്വക്കേറ്റ് ശ്രീ എം.ആർ രാജേന്ദ്രൻ നായർക്ക് അഡ്വ.ഷൈജൻ ജോസഫ് കൈമാറുന്നു. ആന്റി കറപ്ഷൻ പീപ്പിൾസ് മൂവ്മെന്റ് മുമ്പാകെ ഈ സംഘടനയുടെ വൈസ് പ്രസിഡന്റ്. അഡ്വ. ഷൈജൻ ജോസഫ് സമർപ്പിച്ച നിർദ്ദേശങ്ങളുടെ സംക്ഷിപ്ത രൂപം താഴെ വിവരിക്കുന്നവയാണ്: 1 - പരാതിക്കാർ/അപേക്ഷകർ എല്ലാ പരാതിയിലും മുഖ്യ പരാതിക്കാരനോടൊപ്പം പരാതിക്കാരൻ ഉൾപ്പെടുന്ന അല്ലെങ്കിൽ പരാതി സംഗതി ഉൾപ്പെടുന്ന പ്രദേശം ഉൾപ്പെടുന്ന തദ്ദേശ സ്വയംഭരണ സ്ഥാപനവും, പരാതിക്കാർ അലെങ്കിൽ പരാതി സംഗതി ഉൾപ്പെടുന്ന ഗ്രാമ/വാർഡ്- സഭ / കമ്മിറ്റിയും ഉപ പരാതിക്കാരയി മാറണം. അതായത് ഒരു അപേക്ഷകൻ ഉള്ള അപേക്ഷയിൽ അപേക്ഷകൻ ഒന്നാം അപേക്ഷകനും അപേക്ഷകൻ ഉൾപ്പെടുന്ന തദ്ദേശ സ്വയംഭരണ സ്ഥാപനവും ഗ്രാമ/വർഡ് - സഭ/കമ്മിറ്റി യഥാക്രമം രണ്ടും മൂന്നും അപേക്ഷകരായി മാറണം. തദ്ദേശ സ്വയംഭരണ സ്ഥാപനത്തിലേക്കുള്ള അപേക്ഷയിൽ അപേക്ഷകനോടൊപ്പം ഗ്രാമ/വാർഡ്- സഭ/കമ്മിറ്റി മാത്രം ഉപ അപേക്ഷകനായാൽ മതി തദ്ദേശ സ്വയംഭരണ സ്ഥാപനത്തിനോ ഗ്രാമ/വാർഡ് - സഭ/കമ്മിറ്റിക്കോ എതിരായ അപേക്ഷയിൽ മാത്രമേ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനം അല്ലെങ്കിൽ ഗ്രാമ/വാർഡ് -സഭ/കമ്മിറ്റി അപേക്ഷകരായി വരേണ്ടതില്ലാത്തത്. 2)പരാതിക്കായി ഏകജാലക സംവിധാനം പരാതി സംഗതിക്ക് പരിഹാരം, നൽകേണ്ടവകുപ്പിൽ/സ്ഥാപനത്തിൽ പരാതിക്കാർക്ക് നേരിട്ട് അപേക്ഷ സമർപ്പിക്കാനുള്ള അവകാശം ഉള്ളതോടൊപ്പം തന്നെ പരാതിക്കാർ/അപേക്ഷകർ ഉൾപ്പെടുന്ന അല്ലെങ്കിൽ പരാതി/അപേക്ഷക്ക് കാരണമായ സംഗതി ഉൾപ്പെടുന്ന തദ്ദേശ സ്വയംഭരണ സ്ഥാപനത്തിലാവണം ഭരണനിർവഹണത്തിന്റെ (executive) ന്റെ ഏത് വകുപ്പിലേക്കോ അധികാര സ്ഥാപനത്തിലേക്കോ ഉള്ള പരാതി സമർപ്പിക്കേണ്ടത്. അവിടെ നിന്നാകണം ഭരണനിർവഹണ (executive) ന്റെ എത് അധികാര കേന്ദ്രത്തിലേക്കും ഉള്ള പരാതി/അപേക്ഷ പോകേണ്ടത്. 3) ഏകജാലക രീതിയിൽ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിൽ പരാതി സ്വീകരിക്കുന്നതിന് അഭിഭാഷകൻ ഉൾപ്പെടുന്ന ഒരു സംവിധാനം ഉണ്ടാകണം സംസ

It indeed a pathetic situation that we are now in a position of disbelief!!!! We have a feeling that we can not trust our juditiary anymore. Our ultimate hope in a Democracy..... Very very sad.... And shaken.....
