The brutal murder and rape of a young Dalit girl of Shornur of Kerala shivered the people. She was on her way back to home in the evening after the day's work in a passenger train. She was brutally attack, raped, killed and left in a bush near the railway station. She died after two days of coma stage. Govind Chami, the accused was sentenced for death penalty the trial court and later the High Court of Kerala confirmed it. But Supreme Court of India acquitted Govind Chami of murder charges because of in-sufficient evidence on the part of prosecution. This is an unfortunate climax of a gory incident that shocked everybody.

Jisha another departed sole who is also a young Dalit girl from Perumbavur brutally killed is also seeking justice from investigators prosecution and courts, afraid to be the climax of Soumya case. The eagerness and anxiety of the general public is very high about the fate of preys who faced the brutal atrocities of criminals in the country. Studies have proved that the conviction rate of criminal cases in the country is below 40%. This means every six person out of ten trialed in the courts are acquitted. It is a grave situation. Six out of ten preys remained free to move in the society and continue their brutalities against the feeble and innocent beings including women and children. So many reasons for that. The investigators might be bribed, influenced or shown negligence. The prosecution might be in-alert. The judicial lapses misinterpretation and laxity might be also there. There might be the laxity on the part of parliament and assemblies to make or amend laws for the tortured and preyed. Whatever may be the reasons the truth is the criminals are set free and the preys' soles remained not consoled. This is the most pity stage of justice in the country.

Justice is not a free service in a democracy. The people are paying for it. Police, prosecution, judges and the all are paid by the people. So any failure in securing the justice to the people means pick-pocketing the money of the people and deceive them. It is the duty of the representatives of the people to act and secure the rights of people. The chief ministers of all the states and the prime minister of the country are responsible to secure the justice to the people by compelling the investigators , prosecution and courts act efficiently and effectively. Prime minister and chief ministers are liable to secure 100% conviction to the criminals charged with atrocities against the innocent people.

So I request the Prime Minister of India and the Chief Minister of State to ensure maximum punishment to the criminals and maximum justice to the preys by making the necessary administrative decisions immediately. I hereby signed in this petition.
