This is child abuse, and even if it had been an adult, she'd be charged with assault and battery or similar charges. This absolutely sickening and neglectful on the part of the DA.

No sign of injury? Of course, this poor child had time to heal before anyone even knew to look for bruises around his neck. This is unconscionable. Child abuse is child abuse! There is no excuse for it.
