If this were an adult with disabilities would the DA see this the same way. No sign of external physical damage, what about bone,nerve, and emotional trauma.

WIlliam should have his day in court. THe person who did this to William should be held accountable. No child or adult no matter of there age or disability should not go through what WIlliam went through!

It's basic: A child depends on the adults to do the right thing. The right thing here is to press charges and let a jury decide. You'd want that if it was your kid.

Press charges, not doing so sends the message that it is okay. The people who knew about this attach and didn't report it should suffer serious repercussions as well
