We are christian. We do not believe in killing " Do not kill". But we should believe the Gospel, Peter 1-2 13->15:
Submit yourselves for the Lord's sake to every authority instituted among men: whether to the king, as the supreme authority, or to governors , who are sent by him to punish those who do wrong. For it is God's will that by doing good you should silence the ignorant talk of foolish men.
To the governors Raya tragedy should be a wake up call for you to exercise the right authority giving to you properly.
Raya R.I.P and our deepest sympathy to the family.
