Children, what children?
Rape is rape, the same as murder is murder, it doesn't matter the age of the perpetrator, the out come is the same.
A murdered person doesn't LIVE again because they were killed by CHILDREN instead of an adult.
If you are old enough to commit the crime you HAVE to be punished the same as anyone else of any age.

Those in power should realise they can't treat people like idioms .. use your court system .. get funding and prosecute to the highest level ... then prosecute those who refused to prosecute and run them out of their jobs .. which they are clearly not doing
