No crime shall go unpunished. Justice needs to be served for this little girl, and extreme measures need to be put into place to prevent this from happening again. No immunity for refugees...

Citizen, Tourist, or Immigrant, you are subject to the secular law of the country you are living in or visiting. Justice needs to be served. If a heinous crime like rape is committed by a Tourist or Immigrant than prison followed by deportation should be the answer. If it requires deportation of the whole family - so be it.

Justice needs to be served to the parents of the offenders, punishment for the offenders. They need to know that these horrific acts will not be tolerated. There should be some kind of restitution paid to the victim and the victim's family.
