It is extremely important to charge these people.
Letting animals in their care is at least Aggravated cruelty 510 ILCS 70/3.02.
At the very least get misdemeanor charges so when they do this again AND they will charges will increase to felonies.

I'm always going to try to save the animals. They didn't choose to have people treat them like slaves instead of family.
They both should be prosecuted.
