প্রবাসী বাংলাদেশী প্রকৌশলী এবং সমস্ত প্রবাসী বাংলাদেশীদের পক্ষ হতে আপনার কাছে একটি বিশেষ আর্জি নিয়ে এই আবেদন পত্র লিখছি। বাংলাদেশ প্রকৌশল বিশ্ববিদ্যালয়ের একজন প্রাক্তন ছাত্র, গাজীপুর সিটি কপোরেশনের নির্বাহী প্রকৌশলী জনাব দেলোয়ার হোসেন, গত ১১ মে ২০২০ তারিখে কতিপয় সন্ত্রাসীদের হাতে নির্মম ভাবে নিহত হন। পুলিশ তার লাশ টঙ্গীর তুরাগ নদীর বেড়ীবাধ এলাকা থেকে উদ্ধার করে। প্রকৌশলী দেলোয়ারের আকস্মিক মৃত্যুতে আমরা সবাই গভীরভাবে শোকাহত।
আমরা জানতে পেরেছি গাজীপুর সিটি কর্পোরেশনের আওতাধীন কোনো একটি উন্নয়নকাজের বিল সংক্রান্ত জটিলতার কারণে একটি স্বার্থান্বেষী মহলের প্ররোচনায় তাকে হত্যা করা হয়েছে।
প্রকৌশলী দেলোয়ার একজন অত্যন্ত সৎ ও মেধাবী কর্মকর্তা হিসাবে তার পরিচিত মহলে সুনাম অর্জন করেছিলেন। গাজীপুর সিটি করপোরেশনের আওতাধীন উন্নয়ন প্রকল্পের কার্যক্রমে তিনি অত্যন্ত নিবিড় ভাবে জড়িত ছিলেন।
আমরা মনে করি একজন সরকারি কর্মকর্তা হিসাবে তার নিরাপত্তা নিশ্চিত করার দায়িত্ব সরকারের। তার হত্যার সুষ্ঠু তদন্ত ও বিচার না হলে তার মতো আরো যারা সরকারের বিভিন্ন দপ্তরে উন্নয়ন কর্মকান্ড বাস্তবায়নের কাজ করছেন তারা হতাশাগ্রস্ত হয়ে পরবেন। সেজন্য যারা বাংলাদেশের উন্নয়নে গৌরবোজ্জ্বল ভূমিকা পালন করছেন তাদের সুরক্ষা নিশ্চিত করার পাশাপাশি দেলোয়ারের খুনীদের চিহ্নিত করে দ্রুত বিচারের আওতায় আনার জন্য আপনার সহৃদয় সহযোগিতা কামনা করছি।

Honorable Prime Minister,
We are writing this application with a special petition on behalf of expatriate Bangladeshi engineers and all expatriate Bangladeshis. Mr. Delwar Hossain, a former student of Bangladesh University of Engineering, Executive Engineer of Gazipur City Corporation, was brutally killed by some terrorists on 11th May 2020. Police recovered his body from the embankment area of Turag river in Tongi. We are all deeply saddened by the sudden death of Engineer Delwoar.
We have learned that he was assassinated at the instigation of a vested interest group due to complications related to a development bill under Gazipur City Corporation.
Engineer Delwoar gained a reputation in his familiar quarters as a very honest and meritorious officer. He was very much involved in the development projects under Gazipur City Corporation.
We think it is the responsibility of the government to ensure his safety as a government official. If there is no proper investigation and trial of his murder, those like him who are working for the implementation of development activities in various government departments will be disappointed. That is why we seek your kind cooperation to ensure the protection of those who are playing a glorious role in the development of Bangladesh as well as to identify the killers of Delwoar and bring them to justice expeditiously.
