Billie and the Essex Community deserve to know why this poor girl was left to suffer when the ACO Joe Heller was fully aware of the situation and that the dog was in danger. He needs to be charged as well for due negilence! Being an animal rescue it is not the first time I have been made aware of situations in Essex where people have been bitten by a stray dog or have found a roaming dog and have called the ACO with no action being taken. This is completely unacceptable as this is the job they were hired to do with Taxpayers picking up the salary for said job.

Seems this was reported YEARS AGO by a neighbor and NOTHING was done about it? Looks like MORE people should be held accountable as well as the owners!!!

i reported this 3 years ago and nothing was ever done. He is the biggest piece of trash. He is a druggie fat and lazy pig. I demand justice for Billie!!!

If this had happened to a child the TV and newspaper would explode with it. Why does it always take good people a combined effort to have the right thing done.

Who was the ACO in charge when these complaints came in? I know the current ACO, he loves dogs , is kind and is passionate about holding people responsible for their actions when it comes to neglect and abuse. The CURRENT ACO had nothing to do with complaints from 3 years ago. I hope the POS owner is arrested for his acts of cruelty. I will not sign this misleading petition.
