If complaints keep being made to the Sheriffs Dept. And nothing is getting done, call the main SPCA number. You can get it from Google. And file charges against the Sheriff Dept also

The department and the owners should be put away.
There has to be something done.
They owners should be held responsible. But also who ever has let this go one.
