It is our opinion that Judge Rollins has participated in a pattern of systematically depriving persons of their civil rights based upon their race, color, sex, religious identification and national origin. By incarcerating or threatening to incarcerate Muslim women in Douglasville, GA who wear their required head covering (hijab) to his court, Judge Rollins has repeatedly violated his minimal professional duties and the protected rights of multiple persons.
