Kosciusko County animal control officer Jerry Clase did not break the law and faces no criminal charges stemming from a June 19 dog shooting incident, according to Indiana State Police Sgt. and Public Information Officer Ted Bohner.
Bohner told the Times-Union Monday morning ISP was made aware of the situation and, after speaking with Kosciusko County Prosecutor Dan Hampton last week, found no state statutes were violated. Bohner, when asked specific questions about the investigation like where the dog was shot, said he doesn't know and that he wouldn't call it an investigation but rather an inquiry.
"We were made aware of the situation," Bohner said. "There wasn't ever an actual case opened."
Hampton told the Times-Union on Monday he also can't answer specific questions about the alleged incident, including where the dog was shot.
"My job is to review for criminal charges," Hampton said. "My information was they had access into the home, so I looked into whether that entry into the home was legal or not."
Hampton said it was legal.
"The landlord gave authorization, and as far as I'm concerned, she as the homeowner can do that," he said. "There may be a civil aspect to it, as far as a contract or lease agreement was violated, and the dog owner has the right to pursue that in a civil court."
Clase is an employee of the county who reports directly to County Administrator Marsha McSherry, with employment decisions made by the county commissioners.
McSherry said she was unaware of any updates when asked about it on Monday. She hopes to gain insight into the investigation, and be able to answer questions like where the dog was shot, after reviewing information during the commissioners' executive session at 9:45 a.m. today, she said.

I have read the complaints against him as well as the detailed descriptions. He should have been removed, and prosecuted long before now. He is unfit for this position.

This has gone on far too long. How can a facility that is supposed to be committed to the welfare of animals employ someone who who clearly doesn't care about them?

He was evil and heinous when I worked with him in the 90s at the shelter, he shot old dogs and cats in crates, all the time. He is a monster. There must be a reason he keeps getting off, he has some info on somebody in power.

I know of an instance years ago when an elderly lady called Jerry that a cat had shown up at her house and she wanted Jerry to come and get it and take to shelter and, instead, Jerry got his gun out and shot cat right in front of her. Lady was so mad.

I am so glad that Karma has finally caught up with this man! I had dealings with him (Jerry Clase), as far back as 1996. I reported a case of animal abuse and was put in touch with him to have him supposedly investigate the report - as he was the only one to handle such reports. The neighbor next door had two large dogs in a very small outside kennel. These two adult dogs were always in direct sunlight, with no shelter to get out of the weather. It was during the extreme hot and humid days of summer and these poor dogs were never given water nor food and again, no way to get out of the direct sun. They were walking in a foot of feces at all times. We would take over water and food to the poor dogs and eventually took it upon ourselves to dig a moat around the edge of the kennel, hoping to drain some of the feces out of the kennel. All attempts to contact the neighbors were in vain. Either they chose not to answer our knocks at the door, or they had abandoned their dogs. As it turned out, the female husky became pregnant - still only getting the care we were giving them. It was heart breaking to see them in that small confinement, in the hot sun, day after day. I called and called the animal shelter, being directed over and over to this animal control guy- Jerry Clase. First off, he did not even want to come check out the situation, nor getting in contact with the owners to talk to them, at the very least to give them a warning to take care of the conditions. He scoffed at me, saying that if we were giving the dogs food and water, to simply (for him anyway) keep doing so - "problem solved". I was appalled with his lack of concern and lack of compassion for these poor animals. Yes, I hounded him until finally he agreed to come take a look for himself. Relieved, I thought that once he saw how horrible the conditions were for these dogs and then how bad their health had become because of this, the poor creatures would be rescued

Remove jerry clase! Nobody wants an abusive killer of animals as a animal control officer. He doesn’t deserve a job that should be rewarding saving animals that are hurt and lost. This is not his field at all. He’s a horrible human and daisy the dog and all other animals he’s abused and killed needs justice. I am absolutely sick to my stomach over everything he has done to poor innocent animals. I’ll never understand why all of you are so corrupt in the head to allow someone like him to keep abusing and killing animals. You guys are abusers and murderers too. Straight up disgusting human beings. Now do something right and common sense remove jerry clase NOW. We won’t stop

We recently purchased a retirement home in Kosciusko County, and will be moving there soon. After reading about this incident, we are wondering what kind of backwards governing body would continue to employ an animal control officer who so clearly has no regard or empathy for animals and their owners (your constituants!). We have two dogs and three cats, and have taken note that we cannot and will not contact the county for any kind of assistance if we ever need it. Pretty sad.
