PETITION FOR ACCOUNTABILITY AND NEW LEADERSHIP IN BLOUNT COUNTY LAW ENFORCEMENT

Recent developments surrounding the case of former Blount County teacher Joseph Dalton have exposed alarming weaknesses within our county’s justice system and its leadership. According to WBIR Channel 10 News, Dalton pleaded guilty in April 2025 to five counts of offensive touching involving underage students—charges that followed nearly two decades of complaints lodged against him within Blount County Schools dating back to 2005. Instead of being removed from contact with children, he was allowed to transfer between elementary schools in Walland, Friendsville, and Townsend, while new allegations continued to surface.
Dalton ultimately received six months’ probation and judicial diversion, meaning his record will be cleared after completion of probation, and his teaching license—temporarily suspended for three years—may be reinstated pending minimal additional training and review.
Community members have rightly questioned how a teacher with such a history of allegations could escape harsher punishment and retain the ability to teach again. They have also raised serious concerns about the roles played by Sheriff Berrong, District Attorney Mike Desmond, and Judges Headrick and Duggan in what many see as one of the most glaring miscarriages of justice in Blount County history.
These concerns are not baseless opinions—they reflect a growing sense among citizens that our justice system has failed to prioritize the safety of children over the protection of the well-connected. Whether this failure stems from systemic incompetence or preferential treatment, it has left survivors and their families feeling betrayed, and it has eroded public trust in the offices meant to serve them.
The people of Blount County have a right to expect that those sworn to protect them will act without fear, favoritism, or political influence when the welfare of children is at stake. When justice is delayed or diluted, the message sent to predators is one of impunity—and the message sent to victims is one of abandonment.
Therefore, we call upon state and local leaders to:
Conduct a full and transparent investigation into the handling of sexual misconduct cases within Blount County Schools and the broader justice system;
Establish oversight and reform measures to ensure accountability, transparency, and victim-centered prosecution going forward; and
Urge the immediate resignation of Sheriff James Berrong, whose continued leadership represents a barrier to restoring faith in the integrity of local law enforcement.
Our children deserve better. Our community deserves better. It is time for honest accountability, systemic reform, and new leadership that puts the safety of our most vulnerable citizens above all else.
