A proposed ordinance in the City of San Diego will require an evaluation of the economic impact of a Superstore before it is built to promote and preserve small and neighborhood businesses by making a finding of whether or not a Superstore would create a material adverse economic impact on a neighborhood community. The report will analyze both positive and negative economic impacts on a community, such as job creation and loss, potential small business displacement, housing or open space displacement, impact in city revenues, creation of blight, impact on neighborhood grocery stores, and access to low-cost goods.
