We, the undersigned, demand the Borough of Selinsgrove to put in place a plan for snow removal on the Isle of Que Access on Front Street within 48 hours of the end of snowfall—the same as the ordinance for snow removal from sidewalks. The original agreement between the Borough and the Pennsylvania Fish & Boat Commission (PFBC) deemed that the Borough was responsible for providing “ongoing maintenance” and that they would “protect, preserve & provide quality boating facilities for the use and enjoyment of the public”. The clearing of snow on the boat ramp in a timely manner will allow access to the river, not only for recreation but also in the event of an emergency saving precious time.


During the winter months the public enjoys boating (both motorboats and non-powered boats), fishing from the river, hunting on the islands, etc. If the weather has been inclement it is necessary to know ahead of time if the facilities would be available for use. Installation of a “no winter maintenance” sign does not provide a quality boating facility as described in the agreement with PFBC. The Borough Newsletter dated September 2014 outlined a public survey, which included in it the desire of the community to keep access to open space and parks. The survey also suggested advancements in environmental recreation and addressing concerns about affordable recreational activities.


The grant application to improve the Isle of Que Access suggested that the nearby launches of Shady Nook and Hoover’s Island are not always accessible due to river flow conditions. Therefore, the Isle of Que Access may be necessary to be used as a boat launch in the event of an emergency on the river; be is a search and rescue, an accident on one of the islands or a fire that would require boats to be launched in to the river.


In order to keep a quality facility on the Isle of Que, seeing that there is a community concern for advancements in environmental recreation and the desire for affordable recreational activities, and for the safety of the river using community we require an agreement to be enacted that the Borough be responsible for snow removal at the Isle of Que Access on Front Street within 48 hours of the end of snowfall.
