Is the 1.6 km Walking Distance To Far

There have been discussions surrounding the 1.6 km distance for busing our children. Right now under Policy#TE01 your child is able to walk to and from the school if they are within a 1.6 mile radius from the edge of the school property.
This equates to a 23 minute walk for an adult. Let's do this in -20 or icy weather with a 4-5 year old and you can easily see how this may easily turn into a 30 minute walk. Not to mention that it is the edge of the school property not door to door so if the property is a walking distance of 10 min's from start to finish you can tack on additional amount to that as well.
The question is, Is this really a safe distance? and Should all children up to a certain age be bused?
