The practice of allowing the assitant of a suspended trainer to train has to stop. When a trainer is suspended ALL horses in the barn need to be disbursed to other barns. If that's inconvenient too freaking bad.

We need all Graded Stakes to have the same Breeders Cup Security protocols with 72 hr security, enhanced testing and OOC testing

My only suggestion to slightly amend such a rule would be to allow assisstant trainers still to be utilized as they are now for the first 30 day offense. But to insist that your suggested trainer replacement rule be in place for any subsequent 30 day susension that occurs within two calendar years of the first 30 day suspension. I would also suggest that the rule to prohibit assistant trainers to ake over a suspended trainer's horses would be in force if there is any single 60 Day suspension.

As many of you already know I've been on the case of the greedy folks who continue to control what was once a great Southern California horse racing circuit. Until somebody of major status is willing to take the racetrack factions to court and sue them for fraud, I'm afraid nothing will change. The CHRB mandates, which I called antiquated" way back in 1976, need to be re-written. Teeth need to be put in the rules, and the wording must be perfect so the lawyers will no longer be able to wiggle their clients off the hook. You cannot have uninformed people on the racing board if you expect to see rightful action. You can put all the cameras and security people on the scene of the live racing show, but until the fraud at the entry box is addressed, it will not matter. Many years ago I talked to a man smarter than I about what it would take to get the attention of those who have manipulated things in California for quite some time. He said someone with deep pockets could win a suit if he or she was willing to spend a gob of money. What I'm talking about is the illegal stuff that has been allowed to go on in the racing offices at Santa Anita for many years. Nobody is willing to challenge the people who have had things their way in that regard. Until then, the greed feed led by many members of the TOC(Thoroughbred Owners of California), will continue unchecked. You cannot have a select few getting their way on just about every issue. Former CHRB board member John Harris continues to have way too much to say about what goes on in SoCal. It's sad that the once well respected horse racing venue that Bob Strub built has come down to this. I've been outspoken about the absolute criminal goings on in my home state. I will continue to write about the wrongs of racing as long as I am able. Hopefully, that somebody with deep pockets, will come along and take a number of factions to the court room. I just spent a month away from my job and return with a new perspective on many things.How can anyone serious about improving the tarnished image of horse racing not want to get behind this movement to strengthen security measures at race tracks?

i believe there are three significant aspects of racing which need improvement. They are: Safety and welfare of both horses and jockeys; Elimination of the use of performance enhancing or dangerous drugs for horses; and implementing fair and reasonable wagering programs. Improvement in these areas will greatly aid a struggllng sport and industry.

From my experience, if you sign this petition, expect a call from the TOC asking you to rescind your signature.

Standardize all security throughout states.

Owners and trainers are simply suppliers of the product (horses). In any business, when you find one of you suppliers cheating, you simply never use him again. Why these cheaters keep getting away with little wrist slaps is a mystery to me.

Imagine pro football or basketball having different rules in different states. They call this the racing industry but run it like a bunch of private clubs. Until we have a set of uniform rules for every track, nothing will ever change.

The Hong Kong model is a good one but let's remember, too, that it is Frank Stronach who proposed months ago that vets buy their medications only at an on-track pharmacy. This is a national issue. Until USADA gets involved in the testing process and out of competition testing is a rule not an exception, the status quo will remain.
