Purchase District Health Department along with the assistance of Kentucky Center for Smoke-Free Policy (KCSP) developed this petition.

There is no safe level of exposure to secondhand smoke indoors or outdoors.

The smoking of tobacco, hookahs, and use of electronic cigarettes (vaping) are forms of air pollution and constitute both a danger to health and a material public nuisance.

During periods of active smoking, a study in the Journal of the Air & Waste Management Association found that peak and average outdoor tobacco smoke (OTS) levels measured the same as indoor tobacco smoke concentrations.

A Comprehensive Smoke-Free City Ordinance, which includes electronic smoking devices, and Smoke-Free Playgrounds and Recreational Areas are needed to model appropriate behavior for all ages. We cannot send mix signals in our community.

Everyone deserves to breathe clean air.

Definitions:
Electronic Smoking Device- means any product containing or delivering nicotine or any other substance intended for human consumption that can be used by a person in any manner for the purpose of inhaling vapor or aerosol from the product. The term includes any such device, whether manufactured, distributed, marketed, or sold as an e-cigarette, e-cigar, e-pipe, e-hookah, or vape pen, or under any other product name or descriptor.

Playground - means any park or recreational area designed in part to be used by children that has play or sports equipment installed or that has been designated or landscaped for play or sports activities, or any similar facility located on public or private school grounds or on Paducah city grounds.

Recreational Area - means any public or private area open to the public for recreational purposes, whether or not any fee for admission is charged, including but not limited to, amusement parks, athletic fields, beaches, fairgrounds, gardens, golf courses, parks, plazas, skate parks, swimming pools, trails, and zoos.
