Sono iscritt@ ad un'universitá fiorentina. Sono cittadin@ di un Paese extra-comunitario ed sto aspettando il rinnovo del mio permesso di soggiorno da più di sei mesi. A causa del questo processo brucratico lungo, non posso uscire dall'Italia, nemmeno per qualche ora (posso solo andare nel mio Paese d'origine).

It is not enough to have my right recognized, I must be entitled to exercise that right. Italian and EU law gives me the right to move in Europe but Italian bureaucracy is preventing me from exercising that right.

This is happening in Florence, after some research we have realized that in other Italian cities this issue doesn't exist. The lengthy bureaucratic procedure in Florence is getting worst and worst in the last five years. This year, the majority of students couldn't travel during the summertime, due to the fact that the card was not issued in time.

It is already bad enough to have to wait well beyond a reasonable time for the card to be issued and not to be able to travel in time for holidays or study abroad but, sometimes, this delay has consequences of an even worse nature. In the past, students who had an official invitation from an organization or an emergency requiring them to leave Italy, could receive a provisional card called ''il permesso provvisorio'', which was helping the emergency cases to be solved. On Monday 27th of August, however, a student was denied a ''permesso provvisorio'' and was told that they cannot issue this piece of paper anymore. This was so even if she had a letter from a hospital stating that she had to be in one of the Schengen zone countries for an emergency health care reason.

This problem is not only about students who are denied, contrary to their rights, the permission to leave Italy for several months to go to another Schengen country. Also other minority immigrant groups have to deal with these problems and the bureaucracy of the immigration Florence office.

With regard to students this affects their student rights. For example, their, participation in the Erasmus program might be hindered. There are also several cases of students that couldn't update the coverage of the health insurance ''tessera sanitaria'' because they lacked their renewed residence permit ''permesso di soggirno''.

Overall, students of third countries enrolled in the University of Florence are, because of this problem, discriminated against by comparison with students that attend other Italian Universities. It is for this reason that we call upon the ''Retore dell'università di Firenze'' and ''Azienda Regionale Per Il Diritto Allo Studio Universitario DSU Toscana'' to support our case and take action to help solve this problem.

Updates: in 2019, we have managed to publish an article in ''la Repubblica'' and after this article, the situation, was almost directed to 3 month delay instead of 8 to 12 month. Unfortunalty it is back to how it was last year.

Non è sufficiente che un diritto sia riconosciuto per legge, è anche necessario che lo si possa esercitare nella vita reale. La legge italiana ed europea riconosce il mio diritto a vivere in Europa ma la burocrazia italiana mi impedisce di esercitare questo diritto. A Firenze le attese per il rilascio dei permessi di soggiorno sono aumentate sensibilmente negli ultimi 5 anni. Nell’estate 2018 appena trascorsa, molti studenti stranieri residenti a Firenze non hanno potuto fare viaggi all'estero (Al di fuori di quelli verso i Paesi d’origine) a causa dei ritardi nel rilascio dei permessi di soggiorno.

Questi ritardi ( Anche di 8/9 mesi per permessi annuali!) hanno avuto conseguenze anche più serie di una limitazione dei viaggi all'estero per turismo o lavoro temporaneo. In passato si suppliva in parte a queste disfunzioni con i permessi provvisori, che ora tuttavia non vengono più rilasciati. Lo scorso 27 agosto, è stato negato il permesso provvisorio ad uno studente che necessitava di cure specifiche in un ospedale di un Paese dell’area Schengen.

Queste disfunzioni pregiudicano diversi aspetti importanti nella vita degli studenti extracomunitari dell’Università di Firenze: due esempi sono la partecipazione al programma Erasmus e il mancato rinnovo della tessera sanitaria. Ci sono infatti molti casi di studenti che rimangono senza copertura assicurativa a causa dei ritardi nel rilascio dei permessi di soggiorno.

Questo problema condiziona significativamente il soggiorno di studio degli studenti extracomunitari iscritti all'Università di Firenze. per questo motivo chiediamo al Magnifico Rettore dell’Università di Firenze e all'Azienda Regionale per il Diritto allo Studio, DSU Toscana, di supportare la nostra causa e aiutarci a risolvere questi problemi.
