Hunting proposal for the Idaho draw system

· Keep 50% of tags in a given hunt completely random. Identical to the current system

· 50% of tags in a given hunt would be based off of a modified point system where everyone still has a chance of drawing.

· The completely random draw would take place first until 50% of the tags are filled, after which the other 50% would be drawn using the modified point system.

· If a species is drawn, an individual would not be able to apply for that species the following year.

Modified point system

Each year of entering would equal one point. The first year of entering a draw, the applicant would receive 1 point and therefore 1 ticket. After the first year, the points result in 3 times the tickets. This would give those with more points a greater chance to draw, but would not eliminate those with less points. Residents would keep their points indefinitely as long as they remain residents. Non-residents would lose their points when not entering that species draw for two consecutive years. When entering as a group, the number of tickets from the group would be averaged and rounded down to the nearest number.

Example

· First year = 1pt and 1 ticket

· Second year = 2pts and 4 tickets

· Third year = 3 pts and 9 tickets

· Fourth year = 4 points and 16 tickets

· Fifth year = 5 points and 25 tickets

Example group application

· Applicant 1 = 4 pts, applicant 2 = 1 pt, and applicant 3 = 9 pts. Average = 4.66, therefore 4 tickets.

In areas where there are only 1 tag the modified point system would be used.
