Holding Village Lakeside Townhouses (HVLT) Resident Petition
For Reasonable Overnight Overflow Parking Accommodation

To the Holding Village HOA Board and Management,

We, the undersigned residents of the Holding Village Lakeside Townhouses (HVLT) community, respectfully request a modification to the current parking rules to restore a practical and equitable overflow parking solution for our neighborhood.

Due to the unique design constraints of our townhomes — limited driveway depth and one-car-usable garages — HVLT residents experience a significant lack of parking availability when we have more than two drivers in a household or host guests. Unlike other neighborhoods in Holding Village, HVLT is not permitted to park on nearby streets and has access to only five shared guest spaces for 36 homes.

Historically, the pool and clubhouse parking lot has served as an essential overflow solution with no operational issues reported. With the newly-enforced “no overnight parking” restriction, the lot now sits unused the majority of the time after dark and throughout the offseason, while residents struggle daily for legally permitted parking.

We are proposing a fair and limited policy adjustment:

Requested Policy
✔ Allow overnight parking in the pool/clubhouse lot for HVLT units only
✔ Require one designated parking permit per HVLT home for enforcement
✔ Restrict parking in a specific section (ex: between the playground and adjacent buildings)
✔ Provide advance notice to HVLT owners on any dates when the clubhouse or pool lot must remain fully available for events or heavy pool usage

This approach maintains HOA control and towing authority, protects clubhouse operations, and ensures minimal impact while addressing a critical community need.

We believe this request is a reasonable compromise that supports safe access, quality of life, and fairness within the Holding Village community.

We respectfully request that this policy change be added to the agenda at an upcoming HOA Board meeting for discussion and approval.
