H 5010 General Bill, By Duncan A bill to amend section 47-3-710, as amended, Code of Laws of South Carolina, 1976, relating to the definition of terms used in the regulation of dangerous animals, so as to provide that dangerous animals include certain breeds and species, including Pit Bulls, to authorize but not require, county governoring bodies to designate other breeds or species as dangerous animals, and to delete the provision that an animal is not a dangerous animal solely by virtue of its breed or species. We, the undersigned, are concerned citizens who urge our leaders to act now to REJECT the changes to amend 47-3-710 deeming Pit Bulls as dangerous animals becuase breed specific legislation does not work and breed discrimination is unjust.

This petition is sponsored by the Humane Society for the Prevention of Cruelty to Animals (HSPCA), a private non-profit organization tasked with ending animal cruelty and pet overpopulation in the Midlands of South Carolina. The HSPCA recognizes that breed discrimination unintentionally victimizes animals without justification and fails to hold dog owners responsible for their actions and the actions of their pets.
