These new guidelines go far beyond defining the current historic guidelines. They create many more outrageous restrictions that we did not plan on when we moved here. We need to move beyond the fear of development and make sure it is done smartly, not by creating artificial size comstraints that will force out young families like mine that would like to stay in the heignts.

Since our homes are usually our most valuable asset, it only makes sense to allow the homeowners themselves to vote on the rules that will affect the resale value of their home. Further, the historic district ordinance has changed dramatically since it was first adopted by the community. Each change to the ordinance over the years has been done so with no vote from the homeowners themselves. Although I don't live in a historic district myself, this ordinance affects our entire Heights community, and I hope that City Council will allow the communities directly impacted by the design guidelines to be involved in the voting process.

historic district formation requires 67% property owners......we have not yet had a vote on the Heights South. City Council needs to redo the authorization. Without that, they should not have the power to commit the owners to guidelines.....since that violates districting requirements.

After reviewing the proposed guidelines, I doubt I'd ever be interested in living in one of those districts. Anyone living there now will be at a disadvantage. hard to see how their property values will increase. In some cases, a neighbor just across a street will have great advantage.

I really love historic properties and I love to bring them to their former glory. That also means additions or enhancements to further showcase them and reflect current owners needs. These guidelines seem to reflect a personal agenda and not those of the home owners. Shouldn't the historic district consist of the home owners like traditional POA's?

My wife and I knowingly purchased our home way over market value with the intent on making a significant investment and bringing the property to neighborhood standards. After meeting with Historic district office, we were informed that we were automatically converted from Potentially Contributing to Contributing at some point in time thus restricting our plans to enhance the current structure.

Without question additional restrictive guidelines will adversely affect property values especially on marginal architectural structures in the historic districts. I have seen it time and again. Just a small number of individuals have so much power over OTHER individuals private property leading always to Erosion of Property Rights. The ACTUAL property owners should have a say. Lets have a vote on it.
