According to the Milwaukee Building and Zoning Code, “the purpose of the RS1-RS5 districts is to promote, preserve and protect neighborhoods intended for single-family dwellings.” As residents of an RS5 district, we have put down roots in our neighborhood and made investments in the preservation and improvement of our homes in the clear understanding that the City of Milwaukee will protect the character of our neighborhood. We have a reasonable expectation that the other homes in the neighborhood will also be occupied by “residents” rather than transient “guests”. Currently, the house at 2950 N. Shepard is being operated as a 3-day rental, advertised on the internet as accommodating up to 20 guests. Over the summer, the home was occupied by different groups of people each weekend. This use deprives us of one of the most important benefits of a single-family residential neighborhood: the stability of homeownership and the consequent possibility to develop and maintain respectful, positive relationships with our neighbors. Such relationships provide the mechanism through which day-to-day quality of life problems like noise and traffic can be resolved. We the undersigned object to the short-term rental of this property as fundamentally incompatible with the single-family residential character of the neighborhood.
