Subject: Opposition to Proposed Condominium Development – Parcel 13-35-101-007 (20th Street & Taylor Street)
We, the undersigned residents of the Highland and Hoggins Subdivisions and neighboring areas surrounding the open land located at 20th Street and Taylor Street (Parcel Number 13-35-101-007), respectfully submit this petition to oppose the proposed condominium development on the referenced property, which lies within a designated R-1 Residential Zone.
Grounds for Opposition1. Zoning Violation
The proposed development contradicts the current R-1 zoning designation, which exists to preserve the character and integrity of single-family residential neighborhoods. We oppose any rezoning or special-use permit allowing high-density condominiums in an area intended for single-family homes. Such development undermines the neighborhood’s intended use and established character.
2. Preservation Concerns
- Longtime residents are concerned that multi-story, high-density buildings will not fit the physical character or historical aesthetic of the neighborhood. The proposed design conflicts with the area’s established architectural and preservation values.
3. Property Values and Quality of Life
Residents fear a decline in property values and quality of life due to potential overcrowding, noise, and strain on public services such as schools, parks, and emergency response systems. There are also legitimate safety concerns associated with increased population density.
4. Traffic and Safety Concerns
Higher residential density will inevitably lead to increased traffic, posing safety risks for pedestrians, cyclists, and schoolchildren. The current infrastructure cannot adequately support this added congestion. Residents are also concerned about potential increases in crime and reduced neighborhood stability.
5. Environmental Impact
The proposed development threatens existing green spaces, mature trees, and local wildlife habitats. Reduced permeable surfaces and increased stormwater runoff could worsen flooding risks and negatively impact the surrounding environment.
6. Community Character
High-density condominiums are incompatible with the architectural and cultural fabric of our community. This project risks eroding the strong sense of neighborhood identity and long-standing residential character that define our area.
Our RequestsWe respectfully urge the Village of Barrington Planning Commission to:
- Deny the proposed rezoning or variance request.
- Uphold the existing R-1 residential zoning protections.
- Conduct a full environmental and traffic impact study, with public input.
- Preserve the suburban, low-density nature of our neighborhood and ensure compliance with environmental and infrastructure standards, particularly related to wetlands and stormwater management.
