To: All board members of the State of California Water Board, State Senator Mike McGuire, Assembly Woman, Cecellia Aguiar-Curry , Governor Gavin Newsom.

We the undersigned, namely lot owners of Hidden Valley Lake, California, and associated local community, interested parties, which by directive of the California State Water Resources Control Board (SWRCB), have been placed under an unwarranted and unfair water meter moratorium , hereby ask that the said moratorium be lifted immediately.

Since our community water district (CSD) has complied with all issues raised by the SWRCB regarding water quality , and since there has never been a shortage of water or evidence or complaint of (CSD) initiating a water shortage to downstream users in over fifty years of operation, including severe drought years, we consider the said moratorium unwarranted and unfair. The aquafer, from which we pull water, has always been full.

Further the moratorium has basically caused our property not only to be near worthless but a liability, since we must continue to pay our HOA assessments on this property.

This moratorium is against the basic constitutional rights of US citizens in that our community is considered guilty of causing shortage of water to downstream users, until we prove our innocence. The SWRCB has presented no evidence of harm to other water users or to the State of California created by our meager use of water. If our lots were to be developed the water required to service the additional dwellings would be a pittance compared to the water users downstream and to the State of California.

This moratorium by making our lots unusable for the legal right for which they were intended an has deprived us of their value, without compensation, and therefore is in violation of the essence of the Eminent Doman laws of the State of California.

Further the moratorium has put additional financial stress on our HOA and adjacent communities which have been ravaged by wild fires for the last five years. Property affected by the moratorium makes it unavailable to people wanting to move here. New residents would provide needed assessment fees to our HOA, and tax dollars to the county of Lake.

Lift this unfair moratorium now.
